On February 17, 2025, the signing ceremony for the EPC for Phase II 600,000-ton High-grade Kraft Liner Paper Line (PM3) Project of Jingxing Holdings (Malaysia) Co., Ltd's Annual 1.4-million-ton High-end Recycled Pulp and Industrial Packaging Paper Project was held at the headquarters of Zhejiang Jingxing Paper Industry Co., Ltd. Zhu Zailong, Chairman of Jingxing Paper, General Manager Wang Zhiming, and Vice General Managers Sheng Xiaoying and Xu Haiwei; Zhao Guoang, Vice General Manager of Poly Sinolight, Secretary of the Party Committee and Chairman of China Haisum, and Vice Presidents Zhang Zhi and Li Shijun, attended the signing ceremony.

In the presence of leaders of both sides, Wang Zhiming, General Manager of Jingxing Paper, and Wan Hua, Secretary of the Party Committee and Chairman of China Haisum CEC, signed the contract as representatives of both sides. Prior to the signing ceremony, the two parties held in-depth and friendly discussions on further strengthening their cooperation.

Zhao Guoang congratulated Jingxing Paper on its recent achievements and thanked Jingxing Paper for selecting CEC as the general contractor. He stated that China Haisum, a witness to the development and growth of the pulp and paper industry since the reform and opening up, has a longstanding partnership with Jingxing Paper. CEC, an excellent subsidiary within the China Haisum system, will provide full support and guarantee for the project to establish it as a boutique project and a model project within the industry. Zhao hoped to deepen cooperation with Jingxing Paper in areas such as environmental resource utilization, and green ecological projects, jointly explore the path of green transformation in the papermaking industry, and contribute wisdom and strength to the global layout and industrial upgrade of the Chinese paper industry.

In his speech, Zhu Zailong highlighted that China Haisum and its subsidiary CEC have long been strategic partners of Jingxing Paper. CEC, as the main supplier and construction contractor of the Jingxing Malaysia Phase I Project, has successfully facilitated the project to reach production and meet standards. The signing of Phase II project marked a new beginning in the cooperation between the two parties. He hoped that both sides can continue to uphold the concept of "win-win cooperation and innovative development", collaborate closely and efficiently, timely solve the key and difficult problems in project promotion, build PM3 into a paper production line with the largest single-machine production capacity and most advanced production equipment in Southeast Asia, and jointly compile a new chapter of high-quality development of "Century Jingxing".
